Yes, she said pukul 5:30 (pukul lima tiga puluh).
5:30 is also said setengah enam, but in this video, she did not use this expression.

In the answer, it just doesn't sound like she is saying 5.30. To me it would be; Lima tiga puluh. But as it is written 5.30. I can't make out those words. Is that what she is saying?

'Pukul' indicates a point of time expressed in hour/minute, as shown in the dialog.
'Jam' can also be used to replace 'pukul'. It is slightly less formal than 'pukul'. The question 'pukul berapa' and 'jam berapa' are exactly the same meaning with slightly different formality..
However, 'jam' can also mean 'clock', as in 'jam dinding' (wall clock), 'watch' as in jam tangan' (wristwatch), or 'hours' (the unit indicating length of time). In these meanings, 'pukul' cannot be used.
